You can safely refreeze meat that was thawed in the fridge and is still cold, ideally within one to two days. Do not refreeze meat that was thawed at room temperature or left out for more than two hours. Cooking the meat first also makes it safe to freeze again, though quality drops a little each time.
Refreeze only meat thawed in the fridge and still cold (within 1 to 2 days). Meat thawed on the counter should be cooked first, not refrozen raw.
